I think that is the low end for what I have seen these models go for.  I would make copies of the plans and preserve the originals.  If you build the model from the parts in the box, there are like wine... they get better with age.  They will be dried out and good to use!  I would use new paper and of course the rubber will be the only thing that I would replace.
