Do I have to seal the wood before I put the tissue on if using 50/50 Elmers white glue, and if so how many coats. Do I need to sand in between coats?

I try and put at least one sealer coat on when using the white glue method . After the coat has dried you will find all of the "whiskers" and rough spots on the balsa that tend to hinder a smooth wrinkle free finish. I have not found any benefits from a second coat. After a light sanding and a check for roughness I just lay the tissue on and apply a generous coat of 50%. You may need a second coat if the pores in the fabric are not filled, but usually, one good application and your ready for paint.
