I just
1) slide the prop onto the provided wire
2) hold the wire horizontal and give the prop a spin
3) prop stops spinning with the heavy blade down
4) repeat the spin a few times to make sure it was not just a random stop
5) scrap the heavy side with an x-acto knife to shave off some plastic
6) repeat 2 through 5 till the prop stops in a random position every time
7) fly!

My method:
Lay the prop shaft on top of a table or desk, that is fairly level.
Put about 1/2 inch or so of the shaft protruding over the edge of the
table. Slide the propeller onto the shaft, and hold it with the blades horizontal. Gently, let go. The heavy blade will swing down.
I use 220 grit sandpaper and sand along the trailing edge of the heavy blade out to the tip. Recheck the balance. Repeat the procedure until there is no tendency for one blade to swing down by itself.

Some people use the heavy prop as ballast. Instead of lighting one side, they make the other side heavyer. The thinking behind this is that the farther forward you place your ballast, the less ballast you need. Dont go overboard with this, as a heavy prop can cause more problems than it solves. Some people put added weight in the spinner.
